Most of the western border of the Land of Lightening is ocean, but there is a small section that borders the Land of Frost (labeled Land of Mist on the map, but I’m going with the name used by Narutopedia, so as not to confuse it with the Hidden Mist village). Nearby is the turtle shell containing Naruto and Bee. On the eastern side is the Land of Lightening, where the Joint Shinobi Army HQ is located.

This map gives a good overview of the area in question. Note: For ease of reference, I will recklessly assume a north = top orientation for these maps.
